Corporate evaluation on UN Women’s support to intergovernmental processes 2022–2025
This corporate evaluation by UN Women’s Independent Evaluation Service examines how UN Women supported intergovernmental processes between 2022 and 2025 at the global, regional, and country levels. Intergovernmental forums shape global norms and standards that influence laws, policies, and programmes for gender equality and the empowerment of women and girls. In a context of growing pushback against women’s rights and challenges to multilateralism, understanding what works in this area is increasingly important.
Using a theory-informed, mixed-methods approach, the evaluation draws on a portfolio and desk review, direct observation, interviews and surveys, and seven case reviews covering major global and regional processes. It maps 29 processes supported by UN Women and assesses six types of support:
- technical and strategic advice
- convening and multi-stakeholder engagement
- advocacy and political engagement
- implementation support
- capacity-building and knowledge sharing
- amplifying women’s voices
The evaluation finds that UN Women’s support was valued and strategically relevant, with strong contributions through evidence-based inputs, convening, and partnerships. It also identifies constraints linked to coordination, monitoring and reporting, uneven follow-up at the country level, and resource pressures. Recommendations focus on developing a clear strategy for intergovernmental support, strengthening partnerships and engagement, and improving systems to document results and sustain impact.
